VALE is a Brazilian security and the Brazilian tax authority has made this foreign tax withholding assessment on dividend income received from this security.

It is not uncommon for the tax authority in the country that issues foreign securities to make this type of assessment on dividends received by the shareholders in other countries outside of theirs.
